personaly i would rather see special mods added to weapons or spells, for instance 2h weapons having "str gives aditional % damage based on tactic requirement"
pulling this example out of nowhere but lets use this formula
(str*str)/tactic requirement lv*100 = %increased weapon damage with a cap of 100%
300 str using lv 55 item: (300*300)/55*100 = 16% damage increace
600 str using lv 100 item: (600*600)/100*100 = 36% damage increace
852 str using lv 101 item (852*852) / 101*100 = 71% damage increace
852 str using lv 1 item (852*852) / 101*100 = 7259% damage increace

but since the cap is 100% it will only boost it by 100%
