The only real way to fix it apart from making a better symbol is to reduce thief damage. If you give archer too much damage, they will just tear through everything (because they're not that far off from doing so already), but the problem is if you reduce Thief damage, it'll be nearly impossible to kill anything.
One way I guess to fix it would be to make Force and Distance rares affect those 2 classes differently. So, thieves would get full benefit from + Distance rares, and maybe a slightly reduced effect from Force. Archers could gain a slightly increased effect from Force rares. Giving archers AC is not solving the problem, it's just turning them into a thief and really doesn't do that much for them. If they were going to die to a fencer before 40 AC, they will die with the extra AC anyway. Maybe add an additional effect to archer symbols, a +4 red symbol perhaps? Or one that upgrades along with the symbol, +1, +2, +3, +4. They have to do more damage than Thieves, obviously, but not to an extreme amount, or it unbalances everything.
Changing legend bows to Force instead of Distance would be a good step too. And I would say that calling a Force / Acc symbol 'crappy' is going a bit far. It makes itemizing for full power much easier. I'll hold you to that whole going Conqueror thing.
