We said this many times in forums and tickets.

However, even if transfers are closed, exchange between nations are allowed. (For example a D3 Vyseus wants go Yllse and a D3 Yllse wants go Vyseus)

I wish you can find someone to move yllse, exchange of characters are in hands of GMSignPainter.
Seems he take long to do it so even if you get a character to exchange with for sure gonna wait for long.

Most crappy part of this is you will stuck at dual 2 til GMSignPainter decides to move you...
