Can I report harassment everytime the other nation doesn't fight back during PK?? They are ruining my fun in-game...

Isn't that the meaning and why people get banned for the current harassment system?? So why would it be any different?

No.

It's different because by leveling you actually gain points and status within the game (e.g. working towards completion). Whilst you are stuck playing one of the minigames in Wario Ware so to speak.
