Ok what I suggest is that when you mine/fish/cut down trees etc, jobs like that, you build up SMP which can be seen with /smp and when you get a certain amount, the highest level item you can currently get from that job will drop. For example when you are level 85 and you cut a tree and get to a point where SMP gives a drop, you get a beech log. But when you are GM, you get whitebirch because it's the best drop now. Or you could just make it so that you only get diamond/whitebirch/sturgeon and only when you are GM in that job.
The amount of SMP required could be so that, it doesn't drop too often, but it makes up a bit for players who can't get any items because of 24/7 empty spawns.
When you get an xxx amount of SMP, the item will drop and the yellow system message will announce it AND to prevent abuse from afkers, the dropped item will dissapear within the next 10 seconds.
The numbers of SMP I leave for players/GM to debate/decide on and imo they could be different for each job.
This would heal some of the resource deficiency for those type of jobs.
Also this would be easy to implement? because /smp already exists, you would just have to change the drop reward and the number which it drops at.
This could also be a possibility

For example: item is now available, please type /smp xxxx where xxxx represents the random numbers given to the player.
They player will not receive the item and wont receive any more smp until he types it.
This would also remove the need for a timer.
Come on, brainstorm with me
