Not sure. But apparently paypal will convert USD to buy things sold in Euros/ any other currency as long as paypal is supported
Don't know much about it though. Never tested it

USD is the general world currency when doing international business most of the time.

Paypal charges a fee if you want the currency to be converted to something else (paypal is based in the us and uses usd as it's main currency). It's cheaper to get the money in USD then go to a bank or w/e to convert it when the conversion rate is high.
