Tailoring quest bug [working on it]

Just learned tailoring and tried to complete the frist quest which is to make 20 "Caps". I tried both making the caps and just buying them, unable to turn in the quest and the lady will not even talk to me anymore where as the butcher guy would repeat the quest requirements if I spoke to him again.

The same happens with the Blacksmith quest of 20 Double Daggers. Tried buying and actually making them both as well.

the npc said she wanted 20 cap for the first quest
i have like 45 in my bag and she dont want to talk to me again
try to relog and /quest on but still dont work
