Slow effect from mage ice spells

Slow effect from mage ice spells

Add guaranteed slow effect for 8 - 10 seconds after hit by mage ice spells.

This should give incentive for mage to use more tactics during pk/war. Not just spam fb/bl/fw/cof.

Would like to see a rework to D1/2 spell, they are useless.
