i not sure about zypern job quest npc, u need to raise ur job level through doing quest npc given

zypern got high level only.i didn't ever see yet low level.3day search for party.

Yllse is the most beginner friendly enviroment.
See low lvls every day, also new guilds to join.

Vyseus has some lower lvls too but those are tw players and they keep to them selves mostly.

lvl22 is not hard to gain again, i suggest you make a new character and start over in yllse
Sure find a player who can help you gain a lvl or two.
