I was wondering it is bugged? or ?

I just learn butchering skill...and i wanna increase from 5 to 10 on butchering...the npc request mi to give him 20 beef...but problem is...previously we can buy from npc...now, the npc its not selling?? so how can i get beef ?? i tried to aim on cow's ...but it gaves mi unknown flesh...hmm anybody can guide mi through?

item were taken out of shops that's why you need to do the quest for it. keep butchering cows. eventually they'll give you beef.
