Consider looking at the game as a whole before you blindly cast your votes because you see "and increase mob exp".
the reason of why priest owns other character is becouse everyone stays d1 leveling their tactics and the reasons for doing it is becouse vd creatures give more exp than anything else meanwhile priest lv up, so this is actualy a nerf to priest, giving a cap as well as increasing exp of higher monsters means one will have more hp wich result in a less effective lifedrain and the boost of exp makes other creature olso a good option to lv up exp and tactic.
high lvl for priest only has advantage of larger ld, but once they're d1 with full ac, they can tank any other class with low tt
