About nation balance, i have to say in DR nation balance is depending on their behaviors.
Yllse got competitive high dual chars compare to zyp, they just dont join wars.
Zyp high dual chars join wars is just for fun, and helping our low dual buddies getting df.

About TW, we havent force them to help us, they chose to. We are friends with them.
Yllsen always do something stupid and dont want to make a move.

In deep, zyp is quite dangrous right now, i mean so few d1,d2, which yllse has a lot. Yllse used to win war after 3:00 server time, usually with like 20 people.
After 2 months, they grow up to d3,d4. Yllse will strong as before, no one will cry then, till they bored of d4 life, all quit or hack something.
