There's a lot of reasons this could be happening, the least of which is a changed drop rate.
Let's start with the fact that first and foremost, many people have not had this problem (Personally, I had over 10 blue signets in my first few hours of leveling, and that was competing with other people for the drops). There's also a few guilds, and have been a few guilds, open and ready in Yllse.
Even though you have a guilds-worth of people gathering these, you're all leveling together, in the same spots. This means that even if there are 10 of you in a group, you won't be killing that much faster than a group of 5 would (at least as far as respawn timer slows you down does), and you'll be getting the same amount of drops. It'd be different if there were 5 different groups of you leveling at different places. More people =/= more drops, especially if you're all leveling together (and from what I've seen in Yllse... wow, massive groups of people who just want to hump each other).
The reason you notice this more now is because you actually need signets. It's the same as combat skill books. No one cares until a new server comes out, then everyone complains that the drop rate is lower than it usually is (imagine if we didn't get any at 21? There would be massive crying), even though it's always been and will always be the same. It's as simple as 'you're thinking about it' as opposed to 'not thinking about it'.
