Has the legend droping rate decreased after serv renew?

I had compelet 10 insane map with different time after the serv renew
and only gain 1 of D3 legend...
Had the legend droping rate decrease to 10%?
please dont do this, the insane map is very hard to get.
I could only get 1-2 insane per week even I fight monsters every night.
