How to craft rares

Hi guys, i found many places saying How to makes rares but i want to know How does It really is nowadays. I just have old informations

In this server, once you are Grand Master (GM) in a profession i.e. job level 100, you can craft unlimited number of rare items as long as you have the materials.
Prior to becoming GM, you have limited number of rare can be made per day.
