none of Arhcer boots and hats in VD3

I LV in VD3 Gazer and Klattu for many days, but have none of Archer boots and hats dropped, just only bows and arrow. 
The boots and hats that dropped are Thief's.
Is that normal? or where can I found Archer D3 normal boots and hats.
