How to make rare??

My Tailor level 10 now, trying to make Cape or Poncho, my rare point are 100% and then click rare, then select magic vigor group, click OK! it keeps fail to make rare, i have fail almost 20 times and lose all my materials, any ideas??
on the top left, everytime i fail to make rare it doesnt appear the yellow words.

keep in mind that u HAVE TO make a normal version of ur item u want to make rare before u make the rare...

Why dont put everyting new in website ? forum is hard to find and we have a website for it!!!!

i said ALL MEMBERS of the DR community..*sigh* more than half the people in game don't even use forums.
