I remember there is a npc to sell nation passes to go to different nation... Where is he in Zypern?

jejeje you have to open a tickent, and thave 1500 re on your inventory, theres not other way to transfer that i know

i was running all over deepuben and i didnt find it... which section of the deepuben the npc is at? top right bottom left??
