It was one PK on a "lvling enganged activities" and another on a not-lvling ground...
According to rules, this must happen twice within 1hr on a lvling ground.. Also, they must explicity request the agressor to stop and move to another ground...

Rules regarding PKing and Harassment regarding double exp are stronger and this since the very first double exp event, which is why we off the PK in several maps, to avoid handling multiple reports. So far no such case happened in the maps we weren't offing PK in such as Light Dungeon because we thought people wouldn't PK their own nation at least. Turns out we've been wrong so PK will now be disabled in the Light Dungeon as well. And the stronger rules were applied to the PKer which got warned, like we used to do before we off the PK during double exp events.
