There they had to change lvling pit asking him to stop. What kinda of harrassment is it if those people never tried to evade this guy?

Not in rules.. If theres a warning, its unfair.

Also it has been said multiple times that harassment during double exp events gets punished even more.

7.1. Harassment via Leveling

Harassment via leveling will be restricted to one victim, one harasser. If there are more than one harasser to one victim, the victim must submit separate reports for each harasser. If a harasser has more than one victims, each victim must submit a separate report. Harassment reports MUST be sent in on the day of harassment. Any reports afterward will not be accepted.

Conditions:

1.The harassment MUST take place at a leveling ground and the victim must be engaged in leveling activities.

2.The victim must submit a screenshot explicitly saying they give up, will not fight back, and will leave the pit. The victim then must leave the specific leveling ground.

If the conditions above are met twice within one hour, then it will be considered as harassment. The conditions are to ensure harassment is indeed taking place, instead of being a fight over leveling spots.

And they did create a proper report.
Only thing they didn't do it seems was asking him to leave (but perhaps most of them don't speak proper english)

So ignorants can play and be protected like this tw guild, they dont have to ask to stop, dont have to change lvling place, just make a crappy report where they never tried to evade the problem.

Ignorant people like Hinder can be protected as well? Clearly shows he was blasting there pit (without his own party).

Harrassment is more than what hinder did, those people ddnt even tried to change place or never tell him to stop, in fact I heard that guy "TigRa" in party allowed him to blast...
