The skill never goes up! What do I do again? Before it was just, fish, boom, the skill would go up!

You have to up your job skills through quests now. Check the ingame help for more informations.

i thought that sucks too at the first place, but actually is much better.
advance job like tailoring could lv up much easier and quicker
