has this quest been finished yet or is it just mining... if its not finished how are people gm butch n tailor

I've tried it b4 as well, seems like I can't lvl up my butchering
yet there're ppl with GM Butcher :S?!

Probably people who somehow managed to get to level 25 or higher in those job skills before the XP gain was removed.
