Why Can't use Complete Sanctuary to other ppl?

Why can't use Complete Sanctuary to other player?if you don't want other player ss you,you can learn other spell to avoid it,e.g.Return from counteraction of divine grace,this is so fair...
because,before i play other sever can use it,if feel it unfair,i think wizard use stun is most player feel unfair magic
e.g.wizard vs warrior/archer/thief,wizard use stun,other player how to play?
so i think this setting(can't ss other player) is time to consider to change it.....

Actually i have a slight problem here, in last topic i mentioned using ss and getting shit talks from Jill because you used ss in several wars and you replied that you have reset for six months and used SS for just once in war but i have screenshots (Cellskw june 2011) you using the ss 4months ago at the same war im getting alot of flame in zyp stones
viewtopic.php?f=6&t=15669&start=30 ,,, since Jill conveniently chose to lock all the topcis i could not bring this up but wtf.. please be honest, dont talk crap..it only makes your things worse.. and trust me i try to play honest but when i join the war and see d4 thieves using ss +d4 wizards using stun vs crappy d2 class archer to begin with..... what can i do.. respond with the same tactic- by making ss+snag...

She said 6 months ago, could have been 4 months ago as well. The fact is she only used it once and never again. You used it several times, last time being 1 months ago I think
And if you want be able to do something against those D3/4, just do the same as they did,
train. There is double exp just this week-end. I often play on Wednesday's archer and I don't need SS to take down stones.

yes, i used ss 1 time in vys bc 2 mage d4 was stuning me.. and still i was d3, and same week i used against yls, then i talked with rev and we did a deal of no more ss... then i no use more ss... and if one of my friends did, isn't my fault......
