So those who decide to stay at a lower level will miss out on the rewards.
Don't limit peoples choices this way. Some want to stay low others want to level and explore new areas. Let everyone do as they please like it's always been.

What are you talking about leveling up is what the game is 80percent about. Hell you get better skills more stats and you can kill stuff/people easier, is that not rewarding?

Here's another reason against tactic caps. If you are indeed changing the incentives to actually level, then why do you need to put a cap on? If you are giving better experience to higher lvl monsters and you are allowing us to party tactics, then the incentive changes. We are going to level if there's more benefits to leveling than staying at 105 for tactics. What you are essentially doing is incentivizing us to level, AND punishing those who wants to stay at 105 to level. Why do you need to do both? The incentive is good enough to have people level. If people want to choose to stay at 105 then LET THEM. Don't make the decision for them. You're going from one extreme (you HAVE to stay at 105 or 100 to get good tactics) to the other extreme (you CAN'T stay at 105 because you won't be able to level up your tactics). The negativity against staying at 105 was not about staying at 105, it was about having no choice in the matter if you wanted to gain tactics. Now that higher level monsters give good tactics and better accessibility, let us choose between the options. If your incentives are indeed good, then we will level. If for some reason there's unforeseen disadvantages to leveling, then people will stay at 105. Then you're able to fix the problem without public outrage with 1) not gaining nearly enough tactics at high level AND 2) you still can't get good tactics even at 105 because of the cap.

+1 to that because people are pking lower lvls in town now and they dont get no punishment (providing they put items in bank) on other servers u would lose TT but in this you dont

Then what about adding what someone told? Disabling PK in Town if the person type a command like /townpk or w/e

EDIT: I'm sorry, but I can't just remove the TT Cap and put it like before, the majority want it to be kept, that's why I'm trying to find a solution that both sides will approve >.>

put the use of peace mode then, if in peace mode u cant be hit unless u have nk, that way it cant be abused either (abuse example: HIT someone get 1 nk then go peace so they cant hurt u)

but -exp doesnt automaticly mean a guy chasing every noob in town to kill them and get nk... what i used to do was log 2 priests on macro, log my mage blasting and log a noob char of myself to autoress fast... took me to max -exp in no time. BTW, how about making a kill of a char in town give u more exp then just the 20? make it like 40 and keep the max 100nk cap, it would protect noobs more, ppl get there -exp faster random pk of ppl in town will hv a harder time of surviving... and guard should hit harder aswell... it will stop ppl from normal pking, but it wont stop ppl from getting -exp

about this tt cap, i see many valid points at both sides, but silencer posted what was in my mind. the solo tt cap shouldnt be removed for the reasons he said... ppl who want to stay same lvl to get higher tt are going to be making a stupid choise in this case but if they wanne do it, then let them do it...

Do a new polling with BOTH sides of the argument in the post. No offense, but you made a flawed polling. You put in ONE side of the argument without giving the other side of the argument. And like I said, people seem to be mistaking tactics caps as the only way to stop people from staying at 105. That's a misperception. Read my post again. Don't justify with "the majority wants it" when you yourself want it that way and designed the poll with your OPINION without giving the OTHER side any option to say yay or nay.
