Open free migrations is better to have people going where they want than unactive or quitting players.

Let people migrate anywhere? Sure, so Vyseus becomes even more ghost-like.
CN server is CN, there are about 1.5 billion people in China and they usually don't play other servers than their own. Plus people there have different mind than "International" DR players (and regular players).
