Is the one who has a D4 Chara in Zypern and is askig you very kind to movr her from Zypern to Vyseus, I don't think there are many options of who he/she can be.

I just checked and the ticket about transfer was made today, so please quit the hypocrisy, thank you.

A new rule is added regarding transferring of nation.
You can transfer by swapping with another active player.
Otherwise, read:

to see what is open.
We WILL NOT transfer from closed nations. In this case, Vyseus to Zypern or Zypern to Vyseus. Both nations require more players, it wouldn't make sense to continue shifting one to the other. Stop the nonsense.
We also do not only look at wars. It is also not a isolated look, other factors are included such as potential strength, amount of players online, dungeon strenght, etc. A single war with a lot of people does not mean anything. Only consistency does.
Further, while tickets are slow nation transfers are nation transfers. They take literally 5 seconds to do. Hell, even I can do it. Though, only 1 GM is keeping track of who gets transferred but he follows the restrictions set. Anything out of the restriction must be approved by the entire team. While some may have the misconception that it took 3 months to move people to other nations, that is only because the transfers were closed. Again, stop the silliness.
Lastly, I am repeating what i said earlier: "We WILL NOT transfer from closed nations". This is a firm decision and will not move. While you may think this is strict, I will remind you that if we move anyone to a closed nation for whatever reason, other people will begin mimicking. We have no way of verifying the legitimacy of excuses as harsh as it may be we will not transfer from closed nations to closed nations, only to open nations. If you wish to move, create a ticket and when nations open up you will be first in line or find a person to swap with.
And yes, if you wish to move in the future I would suggest you create a ticket even though transfers are closed. This will ensure you are one of the people moved.
