Why should they have the same chance to break stones? They didn't work as hard or spend the time to be dual class, so why should they get something easier?
The restriction should be based on how many people join war. Similiar to WoW (Wintergrasp), they give a buff (Tenacity) to the faction that has the least amount of players to even it out. It gives extra stats, such as health, damage, ect.
