I didn't feel the need to update the players on this because in the warning (which is indeed a mail), it would state that if you reply within 5 minutes of this mail, your punishment will be void. Further, we wouldn't D/C or do anything to the players until the specified time limit is up, then we would go back to the players who have not replied and disconnect them.

Ty for clarification. That's a system that players can live with. So to make sure I understand you correctly.
1. GM thinks player A is afk leveling
2. GM shows up. ask if player is AFK.
3. GM wait 15 seconds. A doesn't reply
4. GM sends mail and leaves to do other things
5. A has 5 minutes to reply to the mail.
6a. A replies. no punishment. GM does not return
6b. A does not reply. GM comes back after 5 minutes (not as ghost). Ask if AFK again.
7a. no reply = disconnect + ban
7b. reply to GM showing up after 5 min. no punishment.
I'm asking for clarifications because some players play multiple characters at once with 1 character as the main and another tabbed out. If they were afk for 2 minutes and in that 2 minutes the GM checks on them, they come back and reply to the mail on the main account but forget to reply on the tabbed out account, the tabbed out account would be banned. I hope GMs/RCs will come back after 5 minutes to do a last confirmation before banning/punishing.
