Ohhhhhhhhhhhhhhhhh, NOW that makes sense.

So this prevents people using HAND to kill the stone. Forces players to use weapons.

Is this correct?

I think you misread/misunderstood or perhaps I didn't write it down clearly enough.
Let me rephrase/elaborate:
Currently when you attack a sanctuary stone, you'll get PWP no matter what damage you do, i.e. if you do 1 damage you'll still get PWP from hitting the sanctuary stone.
What we are sometimes seeing are whole nations bashing a sanctuary stone with their fists so as not to damage it, while still gaining PWP. Essentially this makes a sanctuary stone a source of near infinite PWP which is not the way we intended. So to prevent this you must now do a minimum damage PER HIT to the sanctuary stone (related to your character level) or else you won't get PWP for attacking that sanctuary stone. This does NOT mean you have to attack all sanctuary stones once in order to be able to get PWP. Anyone can still get PWP by killing (or kill-assisting) other players in war, resurrecting/buffing players or when a sanctuary stone gets destroyed. Basically nothing changed, only that you have to do a minimum amount of damage to a stone.

The reason people do it, is because, with the current population in war. You are not likely to get max PWP during war. War can end in nearly 30 minutes or less. Its quite hard for players to reach max PWP in 30 minutes without using hand. If players received more PWP for hitting the stone, or somehow make war last longer (Doubling HP of stones), stones take less damage, or some other alternative.

You die one time, by the time I go to town, get ress and come back, war is nearly over lol.

Priests gets even less since they arent Killing Machine (like Mages)

I doubt it either since they are level 150.. Not many higher levels than them (Y)

War is not meant as an easy way to get dual fame and fame. If a war only lasts 30minutes, would you consider 15 fame and 10 dual fame a fair reward? In my opinion this is far too much for only 30minutes of war. Getting a high reward after fighting a long battle should be much more deserving.

This is why priests get PWP for resurrecting and buffing. If it turns out that priests are significantly getting less PWP than others, we would of course consider giving more PWP for resurrecting and buffing. Besides that, if a priests manages to do damage (but not the final blow) to an enemy that dies shortly afterwards he will still get PWP for assisting in a kill.
