I think they will add the specical cape to the prize pool when the donation reach 400M. So you got a chance to get it from daily gift NPC.
Then the special cape will has its random effect which is G3 hard, force, or mv, when the donation reach 500M.
TBH the hardest and force are pretty sux, but mv^^

how this work then?

When you hit 400 million, a chance to get the cape is added the the gift NPC. The cape is the original dragon's cape (no shoulders), with a standard effect of +2000 HP. It is not a rare at this time.

When you hit 500 Million, the cape will have a standard effect of +2000 HP still but this time it is a G3 rare instead of non-rare.
