I'd say, f*** yes they can. It's all about mixing up a Team with different Charas and different Skills, this will bring alot of variety in the pk, I mean as GMSP already explained, it's not like a Warior can use all the Skills he want, he will have to choose, and by this he will be more relevant in the pking situations.
Archers will have the opportunity to play a main role in the fights, since they will get a new supportive role, the ac drop skill wont be that easy to use, specially when you fight against 10 people, the chance that you will miss a shot and have to re-stuck the skill again on your opponent is still very high.
Take this as an example, 1 d3 Archer vs 1 d3 Wizard, if the Wizard is nasty enough he will use DragonScale, the damage the Archer will deal on the Wizard will be ridiculous. In the other Hand the BloodLightning damage of the Wizard will be enough to take him out with 2 Hits. Archer yet will have the chance to, first ac-drop the Wizard (which will recuire abit of time which is more than enough for the Wizard to kill the Archer, since the ac-drop wont slow,blind, stun the other opponent.)
So I wonder why Langie is crying.
Many people will cry for no reason, it is evident. 90% of DR players do not want a balanced game, they just want their characters to stay as they are and they will unleash the falls of tears upon any little change. It's idiocracy. Dragon Raja needs constant balance updates because PVP is the ONLY THING THAT REALLY MATTERS IN THIS GAME.
