The problem you experienced. Talk to the NPC again and he will raise your level without you having to kill any wolf.

Same with killing 20 goblins and slimes.

The problem you experienced. counter goes to "complete" after 2 kills but NPC doesn't accept that the quest is done.

EDIT: quest works if you don't relog after killing the monsters. If you relog, the counter is reset to 0.

NPC asked me for 20 Heart Breakers for the level 55 Tailoring Quest, but after I made them he wouldn't take them. I made 5 more, just for good measure, and he still will not take them.

He wants 30, but yes it is a bug.
