gm minning bug ?

Hello, i made a new sard quester... but at 99.9999minning and having all req for become gm it wont let me, is there any lvl req for it?
either bugged or theres nowhere that says u need certain lvl for it..... can clarify this or i must send ticket coz my char is bugged?
