Intel GMA 950 "Created Surface(primary) failed"

Intel GMA 950 "Created Surface(primary) failed"

I have aa Acer Iconia W3-810, which used Intel Graphics Media Accelerator 950.
Everytime I try Full Screen mode, both External and Internal display using all of resolution options I can use, it shows an error messaging showing Created Surface (primary) failed.
I see many articles about the error message with ATI radeon, but what about Intel GMA 950?
Does anyone know how to fix this issue?

About ATI, I heard downgrading drivers solves the problem.
Maybe if you try some other drivers you can solve yours too.
I am still having the same problem even with downgraded driver on my computer (ATI).

I also heard about players who solved this problem using Direct X 9.0 and disabling Shadows.

Let me know if you find (or not) a solution.
- If I replyed to your ticket, I will work on it until It is done. But keep in mind I can't solve most of them. In that case, I gotta request admins to work on it.

Well.... I tried to get Direct X 9.0, but can't install it. Found multiple articles saying it's impossible to install Direct X 9.0 on Windows 8 or above.
When I had an laptop using 3rd Gen Core i5 w/ Intel HD 4000, it didn't have any issues playing full screen even on Direct X 11, so I don't think that's the issue....

For downgrading or installing graphic driver..... Windows 8.1 update pack automatically updated every hardware drivers, so I'm not even sure how I can downgrade it.

Any other suggestions?
