ERROR:file ijl11.dll is missing for your computer

o.k so i need help .... i've alrdy posted on to the support desk but haven't received much help.... ive alrdy downloaded the game from the main website using both mirrors one and two. game opens fine no problems ..... but tells me i need an update. However when i go to the website "dragonraja.eu/download/game and download the patch i begin to have problems. After i extract the file i try to open it and i receive
"Dragonraja.exe- system error
the program can't start because ijl11.dll is missing from your computer. try reinstalling the programto fix this problem"
ivealrdy tried reinstalling the game serveral times using the 2 diffrent host avaliable. even tried under diffrentISP and on 2 diffrent computers. when i go thru my computer and look into the dragonraja game download it shows the file is there.
maybe someone who is computersavy can help me or give me advice on what to do ?
