Can't make Rares

Can't make Rares

Well,
I think I got a problem with my 2 Characters.
One is GM Tailor, other got 81 of Blacksmithy
And I just can't make rares, they keep failing
I guess something is wrong with them !

Are u making 1 normal item, 1 rare item ?
