HELLO 龍族朋友們！想問一下怎麼我做不了鐵匠GM?

我什麼都99了，有500萬，30件藍水。。。。。。。。。反正 requirment 都 meet 啦，就是做不了.....

please help!!!!! T_T

i am 73lv, but still cant be GM...... can it be some other problem?
