Swords N Roses Skill, bug? [note: n]

I made a Warrior (Fencer) and I skilled on lvl 1 Swords n Roses, also well known as "rose" simply, but...isn't it supposed to hit 2 times instently ? because when I use it it deals only one damage, thanks alot for your time.
