GM Fishing

I cannot get GM in Fishing, in Yllse on my chars, why ?
Is the NPC bugged ?
Or my char to low level to get GM job (dunno if u guys made any change in that ?!)
He will open, but when I press OK button it close and I don't get any JOB GM.
Im 99,99999999999999999 and Have ALL the items + money.

How does the Ghostbusters icon represent free spirits? It would represent jailed/trapped spirits @.@
