Missing NPCs.

Hey guys I don't know if this is just for today but some of my NPC and Events are missing such as Baifern, The Quiz Envoy, The Party Light Girl and The Bond Purchaser. Is this only for today or is this really a bug? Please help if it is. Thanks!
