Is that Blacksmithy and Fishing lv75 later script bug?

Blacksmithy lv75 to Helternt village[181,257] ,
NPC said 'So when can you get me those 10 Leogryphs and 5 cleavers?'
than I give NPC 10 Leogryphs and 5 cleavers ,and NPC said that 'You try to make cleaver out of 5 pieces you obtain 5 piece'
but no up my lv@@
show that 'Bring 10 Leogryphs and 5 Cleavers in order to complete the quest .'

Isn't If still Complete for lv75 later ?
Fishing lv75 ,too.
