Spell Light - bug

When u cast spell LIGHT it do not take the effect, nothing happend after use, check it

does removing it have anything to do with turning weather off? i notice alot of people are just turning weather off when its dark or raining just to keep from chewing up resources and making it better for pking, everyone seems to think pking is about dominating people 30lvs lower, is there anyway to put in a lv cap for dmging other players? like, d4 cant attack anyone less then d2 unless they are in war?

i hvnt seen it dark yet ingame ... just a lil more grey when it's raining and stuff like that, but overall it hasnt been dark yet

In previous servers it was getting dark and it was fun ^^ and u had to use or ask a wizz to spell light xD..
