Rare Item Making

I think it is not yet solved as I cannot make any of them.
Even fail but no notice.
Tried for many times already.

Did you first make normal item of the rare you want to make?
For example if you want a rare blackjack, you will have to make a normal blackjack first then you can try and make rare blackjack.
And if you want a rare Turbulance you have to make a normal Turbulance first.
It still has a chance to fail though.
