fishing small octopus, maybe problem [more feedback]

i have fished for about 10 min straight in town and deepuben and i didnt get a single small octopus
the 2nd quest is 40 small octopus and its only a 15 fishing skill
i town even taking a a normal fish was kinda long
and since doing jobs dont give job exp it will take too long too complete the quests
and the fishing never raise so i dont get more chances to getting a small octopus

=X I thought it was really easy fishing small octopuses, I fished/netted up so much o__o, it was the fish I got the most.

It gets easy, but at the level you need it you can't use Net. And if you leveled your fishing when it was possible to level without quests, it made it very very much easier (even then it took a stupidly long time for me at least). Like I said in my other post, I went from level 15 fishing to 23 and only saw 1 small octopus in that time. They started dropping more after that, but that was probably because my fishing was higher. (which it shouldn't have been)
