Cant learn items

Cant learn blacksmith items in yilse, got 40 blacksmith and cant learn lvl 40 or even lower lvl items.

tried relog, other npc, patch again. nothing works

IDK if I'm doing something wrong or not, however, I don't seem to be advancing in mining at all. It stays on lvl 5 with no green progress bar showing at all, I've managed to mine ore too.

Same with BS in Zypern. I tried to make a shield and it said I didn't have the requirements even though I am GM T_T
