GM Mining can not completed [Solved]

I had done all quest for mining untill i had 99 in mining.
And completed the last 4 daily quest .
1. On NPC at Barantan (239,182)
2. On NPC at Sedless (29,338)
3. On NPC at Sedless (66,95)
4. On NPC at Sedless (86,99)
I went to register to be GM Mining and hvall item required.
(Money 1 M , Topaz 5 , Beryl 16 , Emerald 32 )
But I still cannot register to be GM Mining.
Can u tell me .What quest i need to do or this is bug.Please solve for me.

Hmmm, try dividing the stacks of items and see if it works. If it does, weird, it should have been fixed tho...
