If you equip sword & shield and you do the quest you will get the same amount of xp on parry aswell. I've done so to raise the parry on my wiz.

I'm not sure when it has been changed but i've raised my parry with the blitz quest many months ago. So i would say that it has been this way since at least september. On a side note i'd advise doing blitz quest first since you have like a 1/2 drop rate on blitz gemstones. Some even drop 2 at once. So it's easier then ifrit and most definitely easier then fatal skeleton quest.
