Does the effect on the dual symbol counts towards the maximum value cap fo rares?

Also, is there a table for all maximum stats points for all different levels?

Yes, yes it does. The effects count as blue rares. You can still get bonuses from red rares though, they are unaffected by the blue rare cap.
