It means the area you are clicking isnt a resource area.

When you use a tool and mouse over the currect resource area it will be boxed.

not all trees can be cut. there's a certain amount of tree sthat can be cut and when u find one of those, it's pretty clear when u cut them that they're different. a brownish squarre will appear at the root of the tree then.
