Whenever a new player enters the Dragon Raja tutorial for the first time, higher levels( could be 60 and up or 100 and up ) will get a message saying "<Player9001> has entered the Dragon Raja Tutorial for the first time, to help out type /tuthelp"
The helper could be from any nation independant of the new player's nation. If the person decides to help out and type the command, he will get teleported to the tutorial area and do the tutorial together with the new player while giving various tips and advice throughout it.
Also make the tutorial more thorough, longer and difficult.
And make a rule against abusing the command and harassing players in the tutorial area.
This would get the rest of the already experienced community more involved in helping out new players. Ofcourse this can be abused by trolls with no lives, but it's a persons own choice if he decided to help out, no one is forced to do it. Also the message would appear only and only for the first time, maybe the second aswell, to avoid SPAM.
I don't see any downsides to this except maybe for the coding and possible bugs/glitches/errors/abuses that might appear after being implemented, but hey that always happens with new content.

edit: Also add a function to the new player to accept/refuse the help.
